Graduated from St. Petersburg State University (Physics and Mathematics and Law Faculties) and completed postgraduate studies at the Research Institute of Mathematics. PhD in physics and mathematics with a specialty in math cybernetics.
He has been working in the sphere of information and communication and media technologies since 1998. During his consistent leadership in the relevant public and private structures, Kirill Filippov made a significant contribution to the development of Russian media technologies. In 2002-2004, he held the post of Deputy Minister for Press, TV and Radio Broadcasting and Mass Communications. At various times he held the posts of deputy general director of Lenenergo, director of Energosbyt, and president of Rosenergo. He was also the head of the economics and finance department of the TV-Novosti autonomous non-commercial organization and the finance department of the Interstate Fund for Humanitarian Cooperation of the Commonwealth of Independent States. His work in government positions was recognized with awards.
Since 2011 he is the CEO of Pitersoftware LLC, which has become one of the leading Russian developers of integrated solutions for video content broadcasting, monetization, and management of OTT and IPTV services.
